Origins of GovSuite.Global
GovSuite.Global was established out of a pressing need to accelerate digital innovation in health systems across low and middle-income countries (LMICs).
Our founding partners have a rich history of implementing ERP and other management systems at organisations like WHO and have further spearheaded numerous digital systems implementations at the country level, tackling both the most challenging and the most straightforward environments.
Despite these efforts, substantial progress in digital health remains limited, prompting us to reimagine and innovate the way forward.
The Challenge
THE WORLD SPEEDS ON AND GLOBAL DIGITAL HEALTH ARGUABLY REMAINS IN DISARRAY
Over the past two decades, we have observed that the digital health landscape is fraught with fragmented efforts and underfunded initiatives. Several organizations take approaches like promoting digital public goods, but these solutions often address only specific verticals, whether health-related or management-subject-related, and lack the comprehensive integration necessary for systemic impact.

FRAGMENTED STRATEGIES AND SOFTWARE AGNOSTICISM LEAD TO DISJOINTED SYSTEMS AND INEFFECTIVE REAL-TIME DATA USE
Traditional approaches, such as those by WHO, focus heavily on interventionist strategies and software agnosticism. While these strategies aim to provide flexibility and inclusiveness, they often lead to a fragmented ecosystem where comprehensive software development and seamless integration are not fully realized. Significant advancements have been made by tools like OpenMRS in clinical settings and DHIS2 from HISP and the University of Oslo in health data collection. However, such tools face limitations beyond their core functionalities. Specifically, they struggle to provide real-time data utilization and offer comprehensive user interfaces tailored to the diverse roles and administrative workflows within a health system.
WHO’s Digital Adaptation Kits (DAKs) and SMART guidelines offer a structured framework for translating clinical and public health recommendations into digital systems. These kits include workflows, core data elements, decision-support algorithms, and functional requirements, which are essential for the systematic implementation of digital health solutions. Despite their potential, we postulate that DAKs will generally remain under-utilised without a focused implementation project like GovSuite.Global to bring these frameworks into practical application. The digital health landscape is cluttered with projects at various stages of development, many of which have been stalled or abandoned due to insufficient funding and lack of coordinated effort.

GovSuite.Global aims to transform health system management by leveraging the powerful Odoo ERP platform and its vast ecosystem of addons. By capitalizing on the extensive innovation and development already invested in Odoo, we provide a comprehensive, integrated solution for health systems.
We envision empowering health systems with digital tools that offer real-time data use, integrated management capabilities, and seamless interoperability. Our approach uses both free and commercial Odoo addons to create a unified platform that meets diverse health system needs with minimal customization.
Through strategic development and coordination, GovSuite.Global bridges the gap between theoretical frameworks like WHO’s Digital Adaptation Kits (DAKs) and practical application, ensuring effective and sustainable digital health innovations.

Learning from Others
USING ODOO FOR DIGITAL HEALTH IS NOT A NEW IDEA
Projects like Bahmni have demonstrated how Odoo can be effectively integrated into other digital public goods like OpenMRS and OpenELIS. We draw inspiration from such initiatives and aim to build upon these real-world examples, seeking collaboration wherever possible.
While initiatives like GovStack focus on creating interoperable digital building blocks for governments,
GovSuite.Global takes a more holistic approach. We begin with a fully integrated solution, ensuring that digital health interventions are practically effective from the start.

Odoo, which evolved from TinyERP over the past 19 years, is now a highly usable, user-friendly, secure, and trusted platform used by thousands of organizations worldwide. This transformation represents a significant investment in innovation and development, far surpassing any other digital public good or digital public infrastructure tool.
Odoo's story is a remarkable one of success.
Our approach is to leverage this platform for government health-centric needs, focusing primarily on configuration rather than customisation, and developing new modules only when absolutely necessary.
By taking this approach, we can deliver private-sector speed and efficiency to the users we aim to serve, ensuring integration and interoperability from the outset.

Embracing Generative AI
PRACTICAL USE IS OBVIOUS AND ESSENTIAL
A cornerstone of GovSuite.Global’s strategy is the extensive use of Generative AI for our full-country demos to populate 'fake' but completely realistic and persona-familiar data. The current AI revolution is crucial, enabling us to create realistic, dynamic datasets that simulate real-world scenarios. Without Generative AI APIs and tools, this project would not be feasible.
In advanced stages, we envision our demo countries being driven by Artificial General Intelligence (AGI), with data that constantly evolves and adapts. To achieve this, we seek to collaborate with partners who are experts in world simulations for epidemiological and business workflow situations.
This approach ensures that our demos are not static but reflect the complexities and dynamics of real-world health systems.
